Copyright of the Taylor Report question

On another forum I go on I have quoted extracts from the Taylor Report, but my quotes have been largely deleted as the administration of the forum are afraid of doing anything against copyright law.

I thought that, as the publication was produced for the state, that one can simply quote from it.

Is that the case?

There is no fee but you do need to apply for a license but short extracts up to 250 words can be used without.

I'm not sure whether thats 250 words per article/post or only 250 at a time without additional text though.
