Me.
Depends on just how cheap you think cheap is... but I can design the website through my company, keep it nice & simples, and get our web architect to code it all and get it live.
At our usual cheap rates, the design would cost around £80-£120 (2-3 hrs work) and the web development about the same again.
Unless you were thinking really cheap!, which often looks and works like poo!
Here's an example of our cheap design

I picked up a package in pc world from a company called Mr.site,
domain and software to build the site for about 25euro
my site is a bit basic as I'm not actually selling anything more promoting a service, but the package did include ways of selling, forums and it gives you 10 keywords for google

Which in real terms means f**k all ;)
If you haven't got SEO (search engine optimisation), you haven't got a website! No point having one if nobody ever finds it. Unless you've got money to do advertising, you'll probably only get hits from the few people who you tell about it.
Hope it's successful though, maybe one day you can shop at Mr.Ferrari's

Your SEO/PPC strategy all depends whether you want to market your website on the web in that manner. Both SEO and PPC can be expensive.
Many small business owners do not necessarily need their sites to be placed high on Google rankings nor do they need expensive PPC or adwords strategies. They can just publish their url on flyers, letters and directory listings etc
All depends on their objective and budget.
Although the 10 keywords from Google does really mean FA!

And this cost's how much?
To be honest my site is just as a reference for people interested in my service,
costumers would see my adverts in local papers, other websites and yellow pages
But yeah a little push up google would do no harm, but how much?
I had a cunt on the phone from a uk firm, matchmakermarketing, a right cunt I might add.
But he promised to get me on the first page of google within 48hrs, using a futher 10 keywords for £100 per month, he'd then narrow down the most popular Keyword and I'd have that for £25 per month.
I told him to shove it!
Edit: I just tried 2 of my keywords and there I am 6th on page 1 of google

Send some info on PM, I'll take a look at it and let you know asap. We'll sort out a quote but it all comes down to the content of your requirements.
Can't hurt to ask :)
